Mustafa Popalzai is an Afghan Canadian police officer whose journey began as a refugee child fleeing war and displacement.
After arriving in Canada as a newcomer, he rebuilt his life through education, public service, and community leadership.
Today, he serves with the Toronto Police Service and leads Project Hope, supporting newcomer families across Canada through outreach, education, and community connection.

Mustafa Popalzai is an Afghan Canadian police officer whose journey began as a refugee child fleeing Afghanistan.
Born in Kabul in 1986, Mustafa and his family immigrated to Peshawar, Pakistan in 1988, where they spent more than a decade living as refugees. Growing up, many of his experiences with police were shaped by fear, mistrust, and witnessing corruption around him. Those memories stayed with him long after arriving in Canada.
In 2000, Mustafa immigrated to Canada with his family and settled in Ottawa. Like many newcomers, they faced language barriers, financial hardship, and the daily challenges of rebuilding life in a new country. As the eldest child in the family, Mustafa carried significant responsibility while adapting to Canadian society.
He later studied at Carleton University, completing a Bachelor of Arts in Law with a concentration in Business Law, followed by a Master’s degree in Legal Studies.
Although Mustafa once feared the uniform, his perspective gradually changed after meaningful interactions with Canadian police officers. In 2014, he joined the Toronto Police Service.
Over the years, he has worked in several investigative and community-based roles, including neighborhood policing, intelligence, major crime, and Guns and Gangs investigations. However, one of the most meaningful chapters of his career began in 2021 during the Afghan evacuation crisis.
After witnessing heartbreaking scenes from Kabul during the fall of Afghanistan, Mustafa helped launch Project Hope, an initiative focused on supporting newcomer and refugee families arriving in Canada. What started as a small donation drive evolved into a large community effort that has delivered over $1.7 million worth of donated items and support services to newcomers from around the world.
Through Project Hope, Mustafa has organized community outreach programs, information sessions, youth engagement activities, and newcomer support initiatives designed to build trust, provide guidance, and help families better understand life in Canada.
Today, Mustafa continues to serve both as a police officer and community advocate, working to bridge the gap between newcomers and institutions through empathy, trust, and lived experience.
